"According to estimates by the United Nations and the World Health Organisation (WHO), there are about 2.2 million people living with the Human Immunodeficiency Virus (HIV) and there has been an increase in the number of cases diagnosed and reported both at European Level (with an alarming increase in Eastern Europe) and globally. Another alarming statistic is that, according to the European Centre for Disease Prevention and Control, about 30% of people infected do not know that they have the virus. There needs to be a global and cross-disciplinary commitment to combat AIDS, in which prevention measures and strategies are the key to reducing the numbers infected. Information and quality services and products that protect against transmission and promote safer forms of behaviour are essential if this fight is to be effective. Against this background, it is necessary for the Member States and each European region to have a strategy appropriate to its reality, focusing on universal access to prevention, testing, counselling and treatment, so avoiding the stigmatisation and discrimination suffered by people living with HIV. As the group from 15 to 24 years of age is increasingly vulnerable, it is necessary to focus public policies on this group."@en1
