"Today, 1 December, World AIDS Day, the European Parliament has adopted a resolution to step up efforts to combat HIV/AIDS. This resolution comes at a time when the European Commission is about to launch the mid-term review of the action plan in response to HIV/AIDS for the period 2009-2013. Every year, 50 000 new cases are diagnosed in the European Union and neighbouring countries. Within the Union, over 30% of HIV-positive people do not know that they are carriers, and the figure is as high as 70% in neighbouring countries. These figures are cause for alarm and make us realise the urgency of an appropriate response at European and international levels. The fight against HIV/AIDS must remain firmly at the top of the European health care agenda. The EU and its Member States must step up their prevention, testing and awareness campaigns in order to halt this scourge. The sooner an infected person receives a diagnosis, the greater his or her chances of stopping the spread of the virus and the more the risks of transmitting the virus to his or her partners fall."@en1
