"HIV infections are increasing at an alarming rate in Europe. In 2009, nearly 26 000 new cases were diagnosed and reported by the countries of the European Union and European Economic Area, whereas more than 160 000 people were infected in neighbouring countries. These figures show that no slackening in the efforts to combat HIV can be tolerated. It is a pity that the same majority that solemnly acknowledges it, when it is a matter of marking World AIDS Day, turns a blind eye to the investment cuts being made in both preventing and fighting the disease. These investment cuts are due to the overall cuts being made under so-called austerity measures, which the majority here endorses.
This is clearly illustrated in Portugal by the decision that has just been announced to close the telephone helpline (
or ‘AIDS Line’), together with a series of other measures threatening the vital efforts being made in the fields of both prevention and treatment. It is important to bear in mind that access to prevention, treatment and support services is very unequal in the various Member States, and therefore it is essential to work towards mitigating such differences by investing the resources needed to ensure equitable access to these services in every country."@en1
