"This motion for a resolution, further to an oral question pursuant to Rule 115(5) of the Rules of Procedure, in the form of a mid-term review of the Commission communication to the Council and the European Parliament on ‘Combating HIV/AIDS in the EU and neighbouring countries 2009-2013’, concerns the EU response to HIV/AIDS, not only within the EU, but also in neighbouring countries. Despite the progress made in fighting this scourge, we cannot lower our guard, because 161 000 new cases appeared in the EU and neighbouring countries in 2009, out of a total of more than 2.2 million, 45% of them women under the age of 20. It is crucial to devote efforts to informing people and avoiding social exclusion. I offer my solidarity to the victims and my support to those who are working to wipe this scourge from the face of the planet. I call on all the Member States and all the EU institutions to make the greatest possible commitment to eradicating this disease and fighting the social exclusion of victims."@en1
