"Today, on World AIDS Day, I reaffirm my absolute commitment to ensuring a global, humane and effective response in the fight against HIV/AIDS, and my conviction that the way forward is to improve access to prevention and to the treatments available, as the text of this resolution advocates. However, I was unable to vote for the resolution because of the adoption of a paragraph of the text that advocates, and I quote, ‘access to … safe and legal abortion’. Since I believe this is a subject that comes under the competence of the Member States and not the European Union and, furthermore, since I do not view an important resolution on the EU’s global response to the scourge of HIV/AIDS as an appropriate place to advocate ‘access to … safe and legal abortion’, I abstained in the final vote on the motion. Today, however, I must appeal to all the Member States to continue investing in equitable access to HIV/AIDS prevention, diagnosis and treatment, so that the severe economic crisis we are experiencing does not become a terrible opportunity for a rise in the number of new infections and of undiagnosed and untreated cases."@en1
