"It was the Single Market Act, adopted in early 2011, that led to the decision to set up this forum, the first of which was held last October. It was attended by over 1 000 participants from different sectors of society (businesses, social partners, NGOs, think-tanks, members of the national parliaments, members of the European institutions and representatives of national public authorities) and laid the groundwork for a number of actions to be undertaken ahead of the 20th anniversary of the single market, in 2012. In my opinion, one of these actions is of the utmost importance: modernising the rules on public procurement. We need to rethink our tender rules quickly in order to cope with competition from third countries and to ensure that European companies are on a level playing field where procurement outside the European Union is concerned. The European Commission promised us a specific instrument by the end of 2011, yet it has already been severely delayed, putting our companies into difficulty. Our companies are competitive, but they are being held back by outdated legislation. This situation cannot continue."@en1
