"This report, drafted by Ms Honeyball, addresses the problem of early school leaving and the measures and instruments adopted by the EU aimed at assisting the Member States in setting out more efficient and effective national policies to resolve this problem. In the Europe 2020 strategy, the six headline targets include the reduction of the proportion of early school leavers to 10%. It should be noted that in 2009, the early school leaving rate for all 18 to 24-year-olds stood at 14.4%. This is a matter of extreme importance, as by tackling this problem, we will not only boost the self-esteem of citizens, but also improve their quality of life, thus helping to reduce poverty and the number of those who are socially excluded. Firstly, it is necessary to identify groups that are at risk, such as ethnic minorities, parents who have a low level of education, children from rural areas, as well as the causes of dropping out of school, such as academic failure and the factors that exacerbate it, including poverty, abuse and an unstable family background. In view of the fact that this problem requires a comprehensive approach and the mobilisation of all those involved in the process of education and teaching, I voted for this report."@en1
