"Following the criminal proceedings brought against a Member of this House, Mr Uspaskich, and pending before Vilnius Regional Court (Lithuania), Parliament decided on 7 September 2010 to waive his parliamentary immunity. Mr Uspaskich was unhappy with this decision and submitted two appeals. The first was submitted on 5 April 2011 and was announced in Parliament in the plenary session of 9 May 2011. The second was submitted on 11 April 2011 and was announced in Parliament in the plenary session of 4 July 2011. Since the two requests were related to the same matter, Parliament decided that they should be dealt with together. This report concerns Mr Uspaskich’s appeal of 5 April 2011 for Parliament to accede to his request to defend his immunity, in accordance with Article 7 of the Protocol on the Privileges and Immunities of the European Union. Given that the incidents took place before he was elected to Parliament, and in view of the opinion of the Committee on Legal Affairs, I am voting for Parliament’s decision not to defend Mr Uspaskich’s parliamentary immunity and privileges."@en1
