"The Code of Conduct for MEPs adopted this afternoon responds to the need for our day-to-day work in the European Parliament to become clearer and more transparent. Equally, it responds to the recent scandals caused by a few MEPs who were paid to defend particular interests, unspeakable behaviour that was immediately denounced by the Presidency of Parliament and the national and European parties who rushed to exclude these black sheep. The new rules include greater transparency and control over Members’ declarations of financial interests, a clear definition of the meaning of conflict of interest, the obligation to refuse any gift worth more than EUR 150 and the establishment of a committee in which Members are monitored by their peers. Be that as it may, and to quote a colleague who has a way with words: ‘Catching someone with their hand in the cookie jar is no reason to ban cookies …’ Even with the strictest possible rules and penalties, you will not prevent abuse. Integrity is not decreed, it is applied, and it relies, above all, upon moral duty, personal ethics and a sense of responsibility, all values that do not bear compromise."@en1
