"Regulation (EC) No 1931/2006 of the European Parliament and of the Council concerns rules on local border traffic at the external borders of the Member States, which enables them to derogate from the rules on border checks for neighbouring countries, as it is not necessary to present a visa, proof of sufficient means of subsistence or proof of the purpose of the stay in these exceptional cases. This derogation from the regulation is based on the desire to ensure good relations between peoples, without centuries-old economic, social and cultural ties between the different communities coming undone. This is the case in the region of Kaliningrad, called Königsberg in German, which was part of the Soviet Union between 1945 and 1992, and since then has belonged to the Russian Federation, with a natural border with the Baltic Sea, and land borders with Poland and Lithuania. Extending the border area up to 50 km, from the 30 km cited in the regulation, is therefore justified, in order to avoid the breakdown of a single region into several artificial areas. As such, I voted in favour, in the hope that the agreement will help to facilitate relations between the two spaces, which were been hampered by the EU enlargement in 2004."@en1
