lpv:translated text	"This report is based on the legislative resolution of Parliament, of 1 December 2011, amending the regulation on the inclusion of the Kaliningrad region and certain Polish administrative districts in the eligible border area. The aim is that these regions will benefit from the regulation that sets out rules for local border traffic on the land borders of the Member States and amends the provisions of the Schengen Agreement. This measure prevents the creation of barriers to social and cultural interchange and regional cooperation with neighbours, as well as preventing the creation of barriers to trade, while also preserving the security of the entire Schengen area.
