"The Kaliningrad region is marked by a very specific geographical situation, as it became an enclave within the EU following EU enlargement in 2004, and became totally surrounded by two EU Member States. It is therefore hugely important in terms of cooperation and exchange in the Baltic Sea area, so it is important to ensure that EU borders do not act as a barrier to economic, regional, social and cultural cooperation with those neighbouring countries. This proposal is very important in view of cross-border cooperation developed under the European Neighbourhood Policy, and it will undoubtedly help to promote the strategic partnership between the EU and Russia, in addition to improving neighbourly relations between the two parties."@en1
