"The people of Kaliningrad should enjoy as much freedom to travel to the EU as is appropriate according to the rules on the Schengen area. This Kaliningrad oblast has almost one million inhabitants, which creates problems on its own as regards abolishing standard border controls. The creation of the exception to the general Schengen rules only for Kaliningrad is a step that requires sincere and deep cooperation by the Russian Federation and the EU. Such cooperation is now diminishing, in light of Russia opening a new anti-missile radar station in Kaliningrad, as well as suggestions about possible withdrawal from the New Start Treaty and deployment of tactical missiles to the Kaliningrad area.
All these steps do not increase the mutual trust that is a prerequisite for any exception to the general rules on the Schengen area and checks on the external border of the EU. Therefore, while supporting the general idea of facilitating local border traffic from and to Kaliningrad, it seems appropriate to postpone the decision on this measure until mutual trust and cooperation as regards Kaliningrad are built between the Russian Federation and the EU and its Member States."@en1
