"In December 2006, the European Parliament and the Council adopted a regulation laying down rules on local border traffic at the external land borders of the Member States, which enables Member States to derogate from the general rules on border checks, including the visa requirement, the need to provide evidence of sufficient means of subsistence and the need to prove the purpose of the visit. The aim is to avoid the creation of obstacles preventing commercial, social and cultural exchanges or regional cooperation with neighbours. In implementing the local border traffic regime, a Member State may conclude bilateral agreements with neighbouring countries aimed at addressing specific needs in relation to their respective neighbours. Ties between the Kaliningrad region and its neighbours were greatly circumscribed particularly as a result of the expansion of the Union in 2004. There have been a number of EU initiatives in the past which facilitated the movement of Kaliningrad residents, but these proved to be insufficient given the specific geographical situation of the enclave. Poland and the Russian Federation are therefore requesting a change to the regulation to take account of the specific situation of this region. The European Commission is inclined to take a positive view, as long as this only involves the resolution of an isolated situation. In my opinion, it is also desirable for Poland to adopt the necessary measures to ensure greater ease of movement and prevent unnecessary complications that would hinder this movement and would introduce new barriers."@en1
