"The Kaliningrad region, an enclave of the Russian Federation on the coast of the Baltic Sea, has land borders only with EU countries, namely Poland and Lithuania, following the enlargement of the EU in 2004. Since then, it has had all its ties with its neighbouring countries considerably circumscribed.
There have been a number of EU initiatives in recent years aimed at facilitating the movement of Kaliningrad residents, such as the Facilitated Transit Document and the Facilitated Rail Transit Document. These initiatives have simplified travel between Kaliningrad and mainland Russia. In 2007, an agreement was also signed between the EU and Russia on visa facilitation, which facilitates the issuance of short-term visas for all Russian nationals travelling to Schengen countries. However, given the specific geographical situation of Kaliningrad, such initiatives have proven insufficient in addressing the marginalisation of Kaliningrad and its residents.
This is why both Poland and the Russian Federation have called for amendments to the local border traffic regulation, taking into account the specific situation of the Kaliningrad region. This report therefore seeks to give a response, which we believe to be appropriate and positive, to a persistent problem."@en1
