"One of the main triumphs in the history of Europe has been the Schengen Agreement, which, by abolishing checks at the internal borders, made the free movement of people possible in the territory of signatory countries and promoted trade and tourism. However, this freedom of movement brought with it major responsibilities for these countries and compelled them to be connected in an effective way. The success of this agreement has been such that some countries that do not belong to the European Union have signed this agreement. A regulation called the Schengen Borders Code (SBC) was approved in order to regulate the monitoring of people crossing external borders. The small province of Kaliningrad, in the Russian Federation, is fully surrounded by two Member States, and since EU enlargement in 2004, has been the only enclave in the EU, so it should be classified as a local border traffic area under the SBC. This situation will help to foster the strategic partnership between the EU and the Russian Federation. I am therefore voting for the report presented by Mr Triantaphyllides on the proposal for a regulation of the European Parliament and of the Council amending Council Regulation (EC) No 1931/2006, and I welcome the inclusion of the Kaliningrad region and certain Polish administrative districts in the border area set out in the Schengen Agreement."@en1
