In order to prevent the population from becoming isolated, it is proposed to facilitate the movement of its residents through the derogation of certain rules set out in the Schengen Borders Code, amending Regulation (EC) No 1931/2006 for this purpose, and allowing their access to the neighbouring Polish regions. The unusual situation of this Russian region would appear to justify the exceptional nature of these measures and encourage dialogue with one of the EU’s most important partners, so I voted for their adoption."@en1
