"The Kaliningrad region is distinguished by a very specific geographical situation, as it became an enclave within the EU following EU enlargement in 2004, and having become totally surrounded by two EU Member States. It is therefore hugely important in terms of cooperation and exchange in the Baltic Sea area, so it is vital to ensure that EU borders do not act as a barrier to economic, regional, social and cultural cooperation with those neighbouring countries.
An agreement from 2007 already exists between the EU and Russia on facilitating the issuance of visas, while the local border traffic regulation provides more facilities that fit better with the specific needs for regular or even everyday travel of the people who live in a border area.
I believe that this proposal is essential in view of cross-border cooperation developed under the European Neighbourhood Policy, and that it will undoubtedly help to promote the strategic partnership between the EU and Russia, in addition to improving neighbourly relations between the two parties. However, it should be made clear that this was a unique solution found to the exceptional situation of the Kaliningrad region, and should in no way, therefore, serve as a precedent."@en1
