"I voted in favour of the report by Mr Triantaphyllides. The adoption of Regulation (EC) No 1931/2006 allows the European Union to operate a general waiver on local traffic at external land borders for persons living in a border area, understood to be the land within 30 km of the border. Member States can therefore allow people who live in border areas to enter the Union with just a local border permit, without needing to present any other documents, such as a visa. Poland and the Russian Federation put forward an amendment to the regulation in light of the special circumstances in the Kaliningrad region. Here, a region with around one million inhabitants that is totally surrounded by the EU except for the Baltic Sea is artificially divided into three districts: one subject to a local border traffic agreement with Poland, one to an agreement with Lithuania and one not subject to any agreement. Such an amendment would enable all inhabitants to enjoy facilitations for local border traffic and ensure the destruction of artificial and arbitrary barriers between the region’s residents."@en1
