"Council Regulation (EC) No 1172/98 of 25 May 1998 on statistical returns in respect of the carriage of goods by road has repeatedly been amended in a fundamental way. On the occasion of further amendments, it would be appropriate, on grounds of transparency, to recast this directive. In the interests of fulfilling the roles published by the Commission in connection with the common transport policy, it is appropriate for the Commission to have available comparable, reliable, harmonised, regular and comprehensive statistical data on the scope and development of the carriage of goods by road performed by vehicles registered in the Union, and on the level of use of the vehicles providing this transport. It is necessary to compile comprehensive regional statistics on the carriage of goods and the journeys of vehicles. At the same time, however, the scope of the powers delegated to the Commission should not be too wide. For this reason, and in accordance with the similar procedure adopted in the case of the regulation on statistics in the area of tourism, it would be appropriate, in my opinion, to adopt amendments aimed at restricting the scope of the power delegated to the Commission, and to establish other conditions for the exercise of these powers."@en1
