"I welcomed this document because the European Parliament has declared that it is ready to accept the compromise package, in a spirit of compromise, as the remaining duration of the current instruments is rather short. It is regrettable that it was not possible to further improve the text of the DCI/BAM (development cooperation instrument/banana accompanying measures) instrument, in particular, in relation to the European Parliament’s role in adopting strategic decisions, where an equal footing between the colegislators is essential. This result should not set a precedent for the future negotiations on the post-2013 external financing instruments. In accordance with the criteria defined in Article 290(1) of the Treaty on the Functioning of the European Union, the European Parliament should insist on the use of delegated acts wherever strategic political decisions need to be adopted on the financing and programming of those instruments. It should be noted that the delegation recommended maintaining the package approach and that the Parliament should approve the joint text at third reading."@en1
