This has recently been subject to a review process aimed at establishing more flexible criteria for allocating financial aid. However, given the disagreements that arose between the institutions during the legislative process, a conciliation committee was formed. This made it possible, after eight trialogues, to reach a final agreement, confirmed in writing on 24 and 26 October 2011. As I believe that this initiative is important in terms of EU external action, and as it has been possible to reach an overall agreement between the institutions, I voted in favour."@en1
