"The European Instrument for Democracy and Human Rights (EIDHR) and the development cooperation instrument (DCI) are the only instruments for external action not providing an exception to the principle of the non-eligibility for EU funding of costs related to taxes, duties and other charges. In specific cases, all the other instruments in this area allow these costs to be financed flexibly in order to properly implement programmes and projects. I welcomed this proposal because such flexibility is essential as the rigid formulation of the EIDHR and DCI instruments may make it extremely difficult to implement action financed by external aid."@en1
