"The review of the regulation on establishing a European instrument for the promotion of democracy and human rights worldwide is needed due to the lack of flexibility that has characterised it, as this instrument for external action does not provide any exception to the principle of non-eligibility for EU funding of costs related to taxes, duties and other charges. This lack of flexibility can make it extremely difficult to implement programmes and projects financed by external aid properly. The review of this instrument was included in a package made up of four instruments for external action. Following intense negotiation between the Council and Parliament, it was finally possible to reach a political agreement. I believe that the overall result reached during conciliation is quite positive, as it essentially establishes that Parliament and the Council establish the key decisions, such as objectives, priorities, indicative financial allocations and expected results, in codecision. The position of Parliament has also been improved in terms of delegated acts, and the fact that the two institutions have reached an agreement on a joint declaration on the use of delegated acts in the area of external relations for the future financial instruments is to be applauded."@en1
