"We Swedish Social Democrats have nothing against the amended regulation establishing a financing instrument for cooperation with the industrialised and other high-income countries and territories (ICI Regulation) as such. It provides a legal basis for the financing of activities that do not fulfil the criteria for official development assistance laid down by the Development Assistance Committee of the Organisation for Economic Cooperation and Development (OECD) and therefore are not covered by the regulation establishing a financing instrument for development cooperation (DCI Regulation). However, we do not support the financing of the ICI+ instrument using funds from the official development assistance budget, amounting to EUR 176 million for the period 2010 to 2013. These funds should be used for those activities that fulfil the criteria established by the OECD Development Assistance Committee."@en1
