"One of the headline targets of the Europe 2020 strategy is to reduce the early school leaving rate to below 10% and increase the number of young people with a degree or diploma or equivalent level of education to at least 40%. In order to achieve this objective, Member States will have to develop ways of reintegrating early school leavers into the education system by introducing special measures, such as ‘second chance schools’ offering appropriate learning environments that will help young people to rediscover their self esteem and ability to learn. In addition, more funds need to be allocated and access to the EU’s lifelong learning programme needs to be improved. This increases pupils’ and teachers’ mobility, enhances the exchange of best practices and contributes to improving teaching and learning methods. Finally, funding allocated by the EU Structural Funds needs to be used more effectively in order to implement the measures put in place to prevent school absenteeism."@en1
