"Early school leaving is a complex phenomenon and a huge challenge for Europe. One of the Europe 2020 strategy’s headline targets was to reduce early school leaving to 10% by 2020. Underachievement cannot be viewed in isolation, as it is inextricably linked to aspects such as poverty, migration and family background, and has social and economic implications which have been shown to be extremely serious.
This report proposes the adoption of a set of measures and initiatives which are mainly aimed at reducing this phenomenon, as it is estimated that reducing the early school leaving rate in Europe by only 1% could boost the number of qualified young people by 500 000 every year. In view of this, it is crucial that this approach is centred on the student’s best interests, with a view to offering a wider choice at school, promoting mobility between the different educational streams, improving pupil-teacher ratios and reintegrating young people who have left school early into the school system.
