lpv:translated text	"I voted in favour of this resolution and welcomed the Commission’s proposal for a Council decision amending Decision 2007/659/EC as regards its period of application and the annual quota benefiting from a reduced rate of excise duty. Taking into account the special conditions, characteristics and constraints of the EU’s outermost regions, including the French Overseas Departments, acting on the basis of a proposal from the Commission, and having consulted the European Parliament, the Council will adopt specific measures aimed at laying down the conditions of application of the Treaties, including common policies. These specific measures primarily concern fiscal policy. However, the measures mentioned will not undermine the integrity and coherence of the Union legal order."@en1
