lpv:translated text	"I voted in favour of this report because we must make every effort to ensure that funds repaid are properly invested and Union aid is used as effectively as possible. Above all, the Structural Funds should be used to finance expenditure in respect of an operation comprising contributions to support repayable assistance. The assistance repaid must be kept in a separate account and reused for the same purpose so that the implementation process is transparent and swift. Particular attention must be paid to financial engineering as an innovative means of using EU Structural Funds. The Commission and Member States should therefore ensure monitoring of these instruments. Moreover, it is very important to ensure that administrative costs or charges are proportionate to the overall performance of the financial engineering instrument."@en1
