"Mr President, I welcome this excellent report. The European Parliamentary Labour Party voted in favour of it. It is absolutely right that we have a holistic approach. I want to point out that women’s sexual health and reproductive rights are vital. There needs to be access to contraception and access to emergency contraception, as well as to safe and legal abortions where necessary. HIV prevention and awareness is vital, and therefore, the emphasis on education programmes is welcomed.
We must also recognise the enormous positive developments that have been made. In this respect, as I said at the beginning of the debate, we need to call on the Commission to unfreeze the funds for the global fund on AIDS and HIV. Unlike a previous British speaker, I wish to say that the promotion and defence of universal human rights are not colonialism: they are the tools and the aspirations of all civilised societies."@en1
