"Mr President, ladies and gentlemen, the text on which we have voted establishes an instrument for the promotion of democracy and human rights that furthers the development and consolidation of democracy and the rule of law, as well as respect for human rights and fundamental freedoms. To ensure the effectiveness and consistency of aid projects, the Commission will ensure that its own activities and those of the Member States are closely coordinated. The aid provided through this instrument is aimed at guaranteeing greater respect for human rights and fundamental freedoms in countries and regions where they are most under threat. In this regard, the European Parliament has always called for a zero tolerance approach to the violation of fundamental rights of any kind. The entry into force of the Treaty of Lisbon rendered the Charter of Fundamental Rights of the European Union legally binding, with basic values turned into actual rights. Today’s vote provides another powerful and concrete example of legal basis."@en1
