"Mr President, the European Union is based on values such as human rights, democracy and the rule of law. These values are also enshrined in the founding Treaty, and they were strengthened by the adoption of the Charter of Fundamental Rights. The Union actively supports universal human rights, and defends them not only on its own territory, but also in relations with third countries. The new legal framework of the European Instrument for Democracy and Human Rights has the potential to improve the effectiveness and transparency of Community external assistance worldwide. We must bear in mind the fact that the directly elected European Parliament is the bearer of democratic legitimacy within the institutional framework, and it is therefore becoming an issue of principle to strengthen the position of Parliament through the use of delegated acts in the area of external relations."@en1
