"Mr President, ladies and gentlemen, the mid-term review scheduled by the regulations establishing the financing instruments has revealed a substantial difference of opinion between the European Parliament, the Commission and the Council with regard to the arrangements for approving multiannual cooperation programmes with developing countries. This difference of opinion has meant that the Conciliation Committee has had to be convened together with a trialogue, which has led to four compromise proposals being drafted. In the case of the instrument with industrialised countries, the change was aimed at extending the geographical scope of programmes under the financing Instrument for Cooperation with Industrialised and other high income countries and territories (ICI) to encompass emerging countries that still feature amongst the beneficiaries of the existing instrument for cooperation. The most sensitive aspect of the negotiations related to the European Parliament’s request for the text of the regulations to include specific financial allocations for countries or regions, expressed in either monetary or percentage terms. As far as the Council and the Commission are concerned, such allocations can only be indicative and must not jeopardise the allocation of regional and national funds by the Council and the Commission in accordance with existing procedures."@en1
