Mr President, I have been wanting for a long time to take this opportunity to raise for discussion relations between the European Union and Turkey, especially in light of the fact that the debate on the country report is going to take place. I think that Turkey has made remarkable progress recently, and I urge the Turkish authorities to continue on the path towards European integration and continue with the efforts that they are making and, even though many improvements need to be made, I hope that the country report will have an upbeat tone. However, there are some obstacles which the European Union is putting in the way of relations with Turkey, especially with regard to the freedom to provide services. Imposing visas on Turkish service providers clearly poses a problem and may even be an obstacle if the visa is not granted. Some Member States are also imposing transport quotas on Turkish lorries, which is a definite obstacle preventing the free movement of goods and, therefore, a breach of the Ankara Agreement. At a time when we are demanding considerable efforts from Turkey, I believe that the European Union should also reciprocate by adopting consistent measures which do not go against the spirit of the agreement and customs union."@en1
