"I welcome the agreement reached following the conciliation procedure between Parliament and the Council concerning the Regulation on establishing a financing instrument for the promotion of democracy and human rights worldwide. The amendments agreed provide greater flexibility in using the European funds earmarked for promoting human rights worldwide, based on the fact that, in special cases, they define as eligible the costs relating to the taxes and charges paid by the beneficiaries of these funds. This flexibility will be able to help make these funds more effective and unblock the funding for programmes and projects in third countries. However, it is important that this eligibility is granted on a case-by-case basis and not automatically, so as to eliminate any abuses. It is just as important that the review of this regulation also helps make the European Union more consistent in terms of the instruments used for financing its external policies, bearing in mind that the European Instrument for Democracy and Human Rights was, in addition to the Development Cooperation Instrument, the only one which did not offer any kind of exemption from the principle of ineligibility of costs relating to taxes and charges."@en1
