"Mr President, financing instruments are a means to achieve stated objectives. In the case of foreign policy or external actions, and this includes development policy, particular precision is required in choosing the instruments to be applied. How should priorities be established? How much should be spent on education? How much should be spent on financial and material aid? What place should be given to developing enterprise or to humanitarian aid, to developing democracy or, finally, to assisting the development of non-governmental organisations? The European Parliament is an institution elected by society, so it has a particular right to make decisions about the allocation of funds for building and developing freedom, democracy and human rights, building civil society and meeting the needs of society and particular groups in society."@en1
