"Madam President, since April 2009, when the Commission adopted the draft regulation amending Council Regulation No 1934 establishing a financing instrument for cooperation with industrialised and other high-income countries, the position of the European Parliament and the Council has diverged on many points. It was therefore necessary at the beginning of this year to proceed to an arbitration procedure, so that the differing views of these institutions on the Regulation can be harmonised, allowing a new regulation to be brought into effect. During the eight trialogues from March to the end of October, progress was made over the different positions of Parliament and the Council such that we can now talk about agreement that important strategic decisions will be adopted within the framework of the codecision process, and that Parliament’s position will be strengthened through the use of delegated acts. In this way, certain preconditions have been created for the successful continuation of this legislative process."@en1
