"Mr President, no matter what most of the speakers from the majority say about it, the European semester is a highly undemocratic exercise. Ms Berès’s report can only pretend to improve it. I say this because, when the broad lines of national reform programmes, in other words the broad lines of the political action taken by national governments, and their expression in budgetary terms, are dictated each year in Brussels, the role of parliaments in drafting their budgets becomes virtually non-existent. When, moreover, penalty procedures are automatically applied for failure to comply with the quantified objectives of the Stability and Growth Pact or with the recommendations made to each Member State, that is no longer coordination, ladies and gentlemen, it is subordination, subordination in the sense of one’s being forced to adopt full-blown competition policies, global free trade policies, and social budget and wage restraint policies that leave no room for a European economic recovery. The peoples are today being governed – in Greece, Italy and elsewhere – by technicians, by the senior executives of Goldman Sachs Bank, and this exercise that you are proposing to us is in reality highly undemocratic."@en1
