"Mr President, lessons from the past that have been properly learnt may become a solid bridge to a more successful future. Have our Union’s Member States learnt them? The European Union institutions and European Community Members evaluating the crisis situation should reassess the situation today. Firstly, we should modernise public administration and make it more efficient. Secondly, we need to strengthen financial governance, because the directives adopted are not always effective enough measures to meet the challenges. Today, one of the main issues for the European Union’s workers should be the scale of unemployment in the Union’s Member States. We must discuss emergency measures and programmes which would make it possible to reduce the unemployment rate by at least a third in the shortest time possible. I do not admire decisions which propose assistance for the banks but not assistance for people. We can only save if we can earn. I therefore call on the Commission to provide for and present specific plans which would allow progress to be made in the areas of job creation, innovation, education, energy and social inclusion, and which, most importantly, would ensure growth."@en1
