Mr President, Minister, Commissioner, I have the honour to inform you that the Committee on Budgets supported and welcomed this report. The fact that almost two-thirds of the opinion we had written was incorporated into the final version makes it all the easier for me to say this. For this, and also for her work, we owe our thanks to the rapporteur.
I fully agree with the Commission’s opinion that this process has the character of a dialogue. It is not about Brussels exercising some form of hard control or supremacy. That is why the involvement of the national parliaments is very important, which is, of course, impossible without proper involvement of the European Parliament. Still, the true responsibility for the budget in Member States lies with the national parliaments, so without them it would be very hard to make any progress."@en1
