". I voted for the resolution on modernisation of the VAT legislation in order to boost the digital single market. In July 2010, the Council adopted Directive 2010/45/EU on the common system of value added tax as regards the rules on invoicing. This directive, which will be transposed by 1 January 2013, sets out new VAT rules for e-invoicing, thereby creating equal treatment for paper and e-invoices. Without VAT legislation, e-invoicing involves a set of legal requirements which include accounting, audit, personal data protection, archiving and customs regulations. It is reckoned that applying the same VAT rules to both paper invoices and e-invoices will reduce the administrative burden on companies by up to EUR 18 billion in the medium term. To ensure the interoperability of e-invoices and the interconnection between e-invoicing models, commercial partners and service providers should veer towards aligning certain elements such as risk management, addressing and routing, roaming agreements, standards, communication tools and security requirements. By the end of the year, CEN should propose procedures for interoperable addressing and routing in the area of e-invoicing."@en1
