"Cluster munitions have a devastating effect on combatants and today, there is a certain consensus for their eradication. I can only support this, although I am sure that this effort is unlikely to achieve the desired result. Sadly, despite all of the international conventions that seek to limit the impact of armed conflicts, they rarely stay within set limits and, as their purpose is the physical elimination of enemies, violations of the rules that should regulate them are commonplace. Human nature is capable of the worst under these circumstances and cluster munitions are one of the main examples of what we are capable of when driven by this destructive spirit. The definitive abolition of these munitions will be an important civilising step."@en1
