"Cluster munitions pose serious risks to civilians due to the lethal impact that they can have. In post-conflict settings, the use of these munitions has caused, on many occasions, serious injury to and even the death of civilians due to unexploded munitions left behind, which end up being found by children or other innocent people. There are many countries which still use cluster munitions against civilians: Cambodia, Thailand and Libya are just some examples. For this reason, urgent measures must be implemented to ensure that unexploded cluster munitions are removed, so as to prevent other people from getting killed or injured. We now have a Convention on Cluster Munitions, which came into force a little over a year ago, approved by 111 states. However, all the Member States which have not yet joined the Convention on Cluster Munitions need to adopt stringent and transparent national measures pending accession. This process also entails adopting a moratorium on the use, production and transfer of cluster munitions and initiating the procedures for destroying existing munitions stockpiles as a matter of urgency. I welcome the call made by the European Parliament to the Council and Commission to include the ban on cluster munitions as a standard clause in agreements with third countries."@en1
