"I voted in favour of this resolution because it calls for a ban on the use of cluster munitions, which cause many tragic injuries and deaths among civilians in post-conflict settings when unexploded submunitions left behind are found by children and other unsuspecting innocent parties. Cluster munitions are receptacles launched from the air or ground containing anything from several dozen to several hundred submunitions which are thrown over an area roughly the size of a football pitch. The United Nations Convention on Cluster Munitions, under which it is prohibited to use, develop, produce, otherwise acquire, stockpile, retain, or transfer cluster munitions to anyone, came into force in 2010 but has not yet been signed by all EU Member States. The aim of this resolution is to focus attention and call on all EU Member States not to adopt or ratify the Protocol to the Convention on Certain Conventional Weapons (CCW) drawn up recently, which is not in line with the Convention on Cluster Munitions because it permits the use of cluster munitions."@en1
