"I welcomed this document because, in the Digital Agenda for Europe, broadband and the Internet are particularly important drivers for economic growth, job creation and European competitiveness at global level. Europe will only be able to fully exploit the potential of the digital economy once an environment for a well-functioning internal market has been created. I believe that transparency, the quality of services and ease of switching operators are preconditions for net neutrality, guaranteeing freedom of choice for end consumers. It is important to stress that we need to safeguard an open Internet and, at the same time, provide high quality services, upholding legislation which would promote and respect fundamental rights, such as intellectual property rights, free speech and the freedom to conduct business. We need to overcome the barriers faced when trying to switch operators. We must eradicate the practices of blocking and throttling, as well as discriminatory practices on the part of dominant players."@en1
