"The Internet is now irreplaceable as a means of communication and a vehicle for transmitting information and knowledge. It is also indispensable as a logistics platform for economic and commercial activities of great importance. In addition, it is a platform where ease of access and anonymity make illicit practices easier and more appealing, whether they are minor offences or organised crime, paedophilia and child abuse. Hence, today, the Internet is a reality with immense potential, which we must take advantage of, but one that comes with some dangers, which the state has a responsibility to regulate and mitigate. That does not undermine the principle, which I uphold, that the Internet should be free and open to all, but in the name of freedom, we cannot allow the net to be used for the practice of illicit and criminal activities that should be repressed and punished."@en1
