"It is vital to preserve the open and neutral character of the Internet as a key driver of innovation and consumer demand. The Commission must ensure that Internet service providers do not block, discriminate against, impair or degrade the ability of any person to use a service and access, use, send, post, receive or offer any content, application or service of their choice, irrespective of source or target, as it says in the text. Equal treatment of Internet data traffic (video, audio or text) is known as net neutrality. EU guidelines are required to ensure that the provisions of the telecoms package on net neutrality are properly and consistently applied. It is worth highlighting the potential for anti-competitive and discriminatory behaviour in traffic management, in particular, by vertically integrated companies.
The European executive must assess whether further regulatory measures are needed to ensure freedom of expression, freedom of access to information, freedom of choice for consumers and media pluralism. The Commission, together with the Body of European Regulators for Electronic Communications, and in cooperation with Member States, must monitor the development of traffic management practices and interconnection contracts."@en1
