"This report has been adopted by the Committee on Foreign Affairs. It presents two fundamental ideas. Firstly, the report points out that the International Criminal Court (ICC) is the first permanent international judicial body capable of trying individuals for genocide, crimes against humanity and war crimes, and that it accordingly makes a decisive contribution to the upholding of human rights and international law by combating impunity. Secondly, the report points out that the fight against impunity can only succeed when all States Parties cooperate fully with the ICC and when non-parties also provide assistance to the judicial institution.
