"Mr President, international events mean that we need to make two technical changes and one insertion.
We need to remove the name of Muammar al-Gaddafi before recital L – some people may welcome this while others may be less enthusiastic – because he has been shot dead.
The same applies to paragraph 24. Here, the following insertions are required: ‘Saif al-Islam Gaddafi’, his son, and ‘Abdullah Al-Senussi of Libya’; this is because of the international situation.
We want to add the following to paragraph 48: ‘on international humanitarian law and international justice’, so that the Special Representative can act in these areas.
There is one thing I would like to add: I believe that this report is very timely when we consider the situation in Syria. It must be made clear that these despots and murderers will not be allowed to escape justice. On the contrary, they must be made aware for the rest of their lives that the sword of Damocles hangs over their heads in the form of the International Criminal Court in The Hague.
