Since almost two-thirds of the oceans do not come under the exclusive jurisdiction of one country but are classed as international waters, it will require concerted international action and international legislation if we are to curb illegal fishing. At the same time, however, there is an increasing need for protein from the sea to feed the world’s growing population. For this reason, at the same time as combating illegal fishing, we need to develop and support freshwater aquaculture as the most sustainable form of fishing."@en1
